2024-2025 Hainan University

Chinese Government Scholarship Programs

Hainan University is a comprehensive key university formed by a merger with the former South China University of Tropical Agriculture in August 2007. It is jointly administered by the Ministry of Education and the Hainan Provincial People's Government. The university has made great achievements by adhering to the motto of "openness and inclusiveness" and the spirit of "self-improvement, dedication, kindness and perseverance". In December 2008, it was approved by the state as a key university under the 211 Project. In 2017, HNU was listed in the national plan for establishing world-class disciplines. In 2018, the Hainan provincial Party Committee and provincial government made a strategic decision to fully sponsor the development of Hainan University. Also in that year, the university came under the joint administration of the Ministry of Education and the Hainan Provincial People's Government, and was included among universities directly administered by the Ministry of Education.

Hainan University is entrusted with enrolling International students sponsored by the  CSC. Prospective students and scholars from foreign countries are welcome to apply for the Chinese Government Scholarship to study at Hainan University!

 Bilateral Program(Type A)

The Chinese Government Scholarship (CGS) Bilateral Program has been established by MOE in accordance with educational exchange agreements or understandings reached between the Chinese government and the governments of other countries, organizations, education institutions or relevant international organizations. It provides both full scholarships and partial scholarships for international students and scholars, including those who wish to pursue a Bachelor's degree, a Master's degree, a Doctoral degree, or to study Chinese language as a full-time student.

I. Supporting Categories

The Bilateral Program supports undergraduate students, graduate students, general scholars and senior scholars.

1.Applicants should be non-Chinese citizen, in good physical and mental condition, with good academic performance and conduct.

2.Education background and age requirements:

(1)Applicants for Bachelor’s Degree program must have high school degree and be under the age of 25.

(2)Applicants studying to earn a Master’s degree must have a Bachelor’s degree and be under the age of 35.

(3)Applicants studying to earn a Doctorate degree must have a Master’s degree and be under the age of 40.

(4)Applicants for general scholars must have high school degree certified by MOE and be under age of 45.

(5)Applicants for senior scholars must have Master’s degree certified by MOE and be associate professor or higher and under age of 50.

Please consult the dispatching authorities of your home country for the categories available.

 

II. Scholarship Coverage

 

The Bilateral Program provides both full scholarships and partial scholarships which covers: tuition, accommodation(free dormitory rooms), and comprehensive medical insurance. And it also provides a monthly stipend (bachelor’s students: CNY 2,500 per month; master’ s students: CNY 3,000 per month; doctoral students: CNY 3,500 per month).


 

III. Where and When to Apply

 

Where to Apply: Apply to the dispatching authorities for overseas study of your home country.

When to Apply: Between early January and early Feburary. Please consult the dispatching authorities for the specific deadline of each year.

 

IV. Application Procedure

Step 1 - Apply to the dispatching authorities for overseas study of your home country for the CGS opportunity.

Step 2 - After being recommended by the dispatching authorities as an eligible candidate (you will receive an Award Letter for CGS Candidate), apply to Hainan University for the Pre-admission Letter.

Step 3 - After being recommended by the dispatching authorities as an eligible candidate (you will receive an Award Letter for CGS Candidate), complete the online application with the CGS Information System ( http://www.campuschina.org and click “Scholarship Application for students” to log in), submit online the completed Application Form for Chinese Government Scholarship. You should consult the dispatching authorities for overseas study of your home country for Instructions of CGS Information System and Agency Number;

Step 4 - Submit all of your application documents to the dispatching authorities of your home country before the deadline.

Step 5- Hainan University prepares admission documents including Electronical Letter of Admission and Visa Application Form for Scholarship recipients (JW201).


Chinese University Program(Type B Hainan University 10589)

(For Degree Programs only)

Chinese University Program is a full scholarship for designated Chinese universities and certain provincial education offices in specific provinces or autonomous regions to recruit outstanding international students for undergruaduate and graduate studies in China.

I. Supporting Categories

1. This scholarship is only offered for degree programs. Scholarship duration: three years for master's programs, and four years for doctoral and bachelor programs. 2. The duration of the scholarship will be specified in the Admission Letter, covering both the major study and the Chinese language study, and cannot be extended in general.

II. Scholarship Coverage 

The Chinese University Program provides a full scholarship which covers: tuition, accommodation(free dormitory rooms), and comprehensive medical insurance. The Chinese University Program also provides a monthly stipend (bachelor’s students: CNY 2,500 per month; master’ s students: CNY 3,000 per month; doctoral students: CNY 3,500 per month).

IV. Eligibility

1. Applicants should be non-Chinese citizen, in good physical and mental condition, with good academic performance and conduct; Be obligated to observe Chinese laws and university’s regulations, respect Chinese culture and customs, and fulfill all the conditions of Chinese Entry-exit.

2. be an academically excellent holder of high school diploma or its equivalent under the age of 25 when applying for an undergraduate program;Be a bachelor's degree holder under the age of 35 when applying for master's programs; be a master's degree holder under the age of 40 when applying for doctoral programs.

3. Language Requirements:

Applicants for Chinese-taught programs are required to obtain an HSK Band 4 with scores above 180 when applying;

Applicants for English-taught programs are required to obtain one of the following English tests: a score of 560 or above (paper-based test) or 78 or above (internet-based test) in the Test of English as a Foreign Language (TOEFL) , or a minimum overall band of 6.0 (IELTS)when applying.  

Condition of exemption of submitting English level certificates: English-speaking students (Countries with English as native language or official language).

 

V. Application Procedure  Please carefully read the instructions before applying for the scholarship

Step1-Complete the online application procedure at CGS Information System

Visit “CSC Study in China” website and click “Scholarship Application for  Students” at http://www.campuschina.org 

Register an account through [CREATE AN ACCOUNT] and log in with your account. 

Step 2-Input Personal Details.  

      Click “Edit Personal Details” and finish inputting  personal details by filling in all the information, verifying and saving the information.  After the completion of this section, return to the previous page by clicking “Finish”  and start filling in your application information. 

     Step 3-Select the correct “Program Category”  .

      Please select Program Category   “Type B”  , click   “New Application”  , and start filling in the application information.

      Step 4-Input the correct “Agency Number ( The agency number of Hainan University is 10589 )”  .

       Program Category  and  Agency Number  are directly matched, both are mandatory for online application.
      After inputting the agency number, the matched agency name will automatically show on the page. As  Program Category  and  Agency Number  are directly matched, application processing authorities will not receive your online application if the program category or agency number is not correct.

       Step 5-Input Application Information

      Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate. “Type B” applicants can apply for only one institution. Applicants are advised to fill in the university that has offered a pre-admission letter to increase the chances of getting admitted.

     Step 6-Once submitted, amendments cannot be made on “Personal Details” and “Application Information”

       Before the application is processed by the processing authorities, applicants can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicants must submit it again after re-editing, or the application will not be processed. Once the application is processed, the application cannot be revoked.

         Step 7- Click “Print the Application Form” and download the form.

      Step 8- Submit scholarship application under the requirements of the dispatching authorities (or application processing agency).

      Scholarship-awarded universities shall not entrust any individual or intermediary agent to process Chinese Government Scholarship applications. All designated institutions shall inform applicants of accessing relevant information on the official website of the China Scholarship Council (https://www.campuschina.org/content/details3_74776.html   ).

      Notes:

      Please use Firefox or Internet Explorer (11.0).
      For applicants using Internet Explorer, please close the “compatible view mode” function ahead of editing.
      Please fill in all application information in Chinese or English.


     Step 9-Applicants must submit the scan copies and complete the University online application system at 
 https://hainanu.at0086.cn/StuApplication/Login.aspx before April 28, 2024.

 

VI. Application Documents

      1. Application Form for the Chinese Government Scholarship &Application Form for Foreign Students to HNU(Both the forms should be completed in the application system. The links are : https://studyinchina.csc.edu.cn/#/login and https://hainanu.at0086.cn/StuApplication/Login.aspx ) .

2. Valid Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2024), please apply for a new passport before submitting the application.

3. Notarized highest diploma attained & Academic Transcripts; if the applicant is a campus student, he has to submit an official pre-graduation certificate showing their student status and stating expected graduation date, the original certificate should be provided after admission. If the applicant is an employer, he has to submit a Certificate of Incumbency issued by the unit or company which he’s working for.

4. Academic transcripts. Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English.

5. Proof of Chinese or English proficiency. A valid HSK certificate (Applicants for Chinese-taught programs), or a valid IELTS or TOEFL certificate (Applicants for English-taught programs) .

6. Pre-admission documents.  

      (1) Pre-admission documents issued by the Chinese university of preference,  including an official admission letter, a pre-admission letter, or an invitation letter from a prospective supervisor recognized by the department of international students admission  at Chinese universities. The pre-admission letter or official invitation letter shall be  printed on the special-purpose letter of the desired Chinese university and issued and  sealed by the university’s international students admission office;  
      (2) The enrollment letter or invitation letter shall contain the following information          (in Chinese or English):
a. Applicant information: full name, nationality, date of birth, name of the university last attended, and others;
b. Academic status in China: graduate student or doctoral student;
c. Projected time of staying in China. The study timeline shall be made clear, and the time of enrollment shall be no earlier   than September 2023;
d. Information of the applicant’s Chinese supervisor (if any);
e. Descriptions of the applicant’s studies or research in China;
f. Language taught in courses (Chinese or English);
g. The supervisor-issued invitation letter shall be sealed by the department of I        nternational students admission and accompanied by the         signature and contact information of the head of the department.
      7. A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinese supervisor.
      8. Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall  describe the applicant’s objectives of learning in China, comprehensive abilities, and  evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad.  
      9. A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.

      10. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

     11. Foreigners who’s working in China must provide a copy of valid Visa or residence permit and official employment proof.

      12. CV (including publication list if available).

     13. If one or both parents of the applicants are Chinese citizens, or applicants who were originally Chinese citizens and obtained foreign nationalities afterward, a certificate of living abroad and the entry and exit seal page of visiting China on the applicant’s passport during the recent 4 years should be provided.

      

       Note:

     1.Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.

2.Application materials which do not meet the above requirements will be regarded as invalid and will not be accepted.

3.Applicants must fill in the system truthfully in Chinese or in English. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

4.The office will not send email to every applicants, Please contact us if you need confirmation.

VII. Scholarship Confirmation

1. Hainan University will review the application documents and conducts decide the nominated candidates.

2. Hainan University will deliver materials of applicants who pass the HU review to CSC and wait for the final admission results approved from CSC (normally around July, the exact date is decided by CSC each year).

3. Hainan University will email and post Admission Notice and Visa Application Form for Study in China (JW201) to scholarship winners in July.

4. Registration: The beginning of September generally, specified in the Letter of Admission.

5. Scholarship students must participate in an annual scholarship evaluation. Scholarship holders who fail to meet the requirements will have their scholarship cancelled.

6. Scholarship recipients shall not change their host university, field of study, or duration of study unless they give up the grant.
