    Explanation on recruitment of International Academic Students in Academic Year 2018-2019

It is an important part of the opening up strategy of our national education, an important measure to carry out the "Belt and Road Initiative" education and an important indicator for the internationalization of universities to properly arrange the study of international students in China. We will insist on the principle of steady development and quality and efficiency enhancement and develop the international education in 2018 according to the spirits of the Outline of the National Medium-and Long-Term Education Reform and Development Plan (2010-2020), the promotion of the joint construction of ‘the Belt and Road Initiative’ Education Action Plan and the Plan for Overseas Students in China by the Ministry of Education, and the development plans of “the 13th Five-Year Plan” of Hainan University, in order to better adapt to the new situation of international education development, further enhance the international influence of our university, expand the scale of enrollment of international students to China, improve the quality of international students to China, promote professional construction and discipline development. The information of the recruitment of international academic students in the academic year of 2018-2019 is as follows:"

I. Levels and categories of international academic students

1. If classified according to the academic degrees, the international students with academic qualifications can be divided into undergraduate, postgraduate and doctor students.

2. If classified according to the origin of source, the international academic students can be divided into scholarship students and self-funded students. Scholarship sources include Chinese government scholarships, Hainan Provincial International Scholarships and so on.

3. If classified according to the teaching language, the international academic students can be divided into students taught in Chinese and students taught in English. The undergraduate courses for international students are all in Chinese, and the master's and doctoral graduate programs are currently in Chinese, and the institutes are encouraged to offer English courses.

II. Charging Standards and Scholarships for International Academic Students

1. At present, the tuition for bachelor, master and doctor degrees for international students in our school are respectively RMB14, 850 per year, RMB16, 500 per year and RMB18, 150 per year. International student accommodation rates are RMB3, 200 per semester (room for one) and RMB1, 600 per semester (room for two).

2. The Chinese Government Scholarship National Award Program, the Chinese Government Scholarship Autonomous recruitment Program of colleges and universities, the Hainan Provincial Government International Student Scholarship Program and etc. will support some of the excellent international students who come to our university to study for degrees.

III. Recruitment Process for International Academic Students

1. The applicant shall contact the International Student Admissions Office of the International Cultural Exchange Institute of Hainan University, apply according to the requirements of different programs, and submit the paper application materials to the International Student Admissions Office of the International Cultural Exchange Institute within the prescribed date;

2. After the International Student Admissions Office of the International Cultural Exchange Institute initially reviews the application materials of the students, make a list of the applicants according to the level and specialty they apply and transfer the valid application that comply with the program requirements and the list to the professional college for examination in batches according to the project deadline;

3. The professional institutes of Hainan University will review and sort the list, make comments and seal with institute seals, and hand it back to the International Student Recruitment Office of the International Institute of Cultural Exchange;

4. The International Institute of Cultural Exchange shall collect the materials of each institute, hold an academic committee to evaluate the primary list, and produce the pre-admission recommendation list and the waiting list;

5. In order to apply for a scholarship program, the Institute of International Cultural Exchange will submit the pre-admission list and the waiting list to China Scholarship Council or the relevant departments of the provincial government and other higher authorities, and China Scholarship Council or the relevant departments of the provincial government will review and approve the admission result. The final admission results shall be subject to the examination and approval of China Scholarship Council or the relevant departments of the provincial government.

6. The Institute of International Cultural Exchange shall issue the Admission Notice to the students who have passed the examination and approval and apply for a visa application form to China, and then send the admission documents for new students to the students by express courier. And at the same time, the list of admitted students will be aggregated and sent to professional institutes. For mater degrees students, professional institutes will distribute the students to different tutors according to the professional discipline development of the institute and the studies direction of the tutors and so on; and for bachelor degree students, they will be arranged directly to the corresponding class of the major.

7. The students who have been admitted shall apply for a study visa of China at the Chinese embassy (consulate) in the applicant's home country with the Application Form for Visa to China for Foreign Students, the original and photocopy of the Admission Notice, and their valid ordinary passport and etc.

8. When the admitted students come to register, they should first come to the Institute of International Cultural Exchange, then register at their respective professional institutes with an introduction letter issued by the Institute of International Cultural Exchange.

9. Students who have reached the required level of Chinese will attend professional courses directly after registration and those have not reached the required level of Chinese are required to take Chinese tutoring courses at the International Institute of Cultural Exchange and attend the professional courses the next year after reaching the required level of Chinese.
